Context

OpenBao moves to secrets-1 (amtronics/infrastructure-vps#548). Every caller passes the vault IP as a required input, so a move edits 50 workflows. The runners now resolve bao.internal to the vault (infrastructure-vps#550).

Scope

In: addr optional with default https://bao.internal:8200; README and CONFIGURATION updated.
Out: editing callers (one PR per repo, pilot first).

Acceptance criteria

Given a caller that omits addr, when the step runs, then it uses https://bao.internal:8200.
Given a caller that passes addr, when the step runs, then the passed value is used.
Given an empty addr, when the step runs, then it fails with a clear message instead of calling an empty URL.
