The sync-all-dashboards workflow (merged in #16) needs a cross-repo dispatch
token — which does not belong in this public, secret-free action library.
Remove it here; it moves to infrastructure-vps with the estate's other
reconcile jobs (sync-variables, sync-secrets). The README propagation note is
repointed at that workflow.
